As per the optiplex 3070 mff specification , you need a dell charger with 65w output power that has 4.5mm x 3.0mm connector. I was looking into getting a second 90w adaptor for my hp and the genuine replacement part costs around $100. Windows battery monitor says plugged in, not charging.
